Well, the Espada's ranks are scale from the amount of Reiryoku. The lower the number, the more Reiryoku the Espada has. Stark is number 1 because he is the only one who has infinite amount of Reiryoku as shown when he able to Cero simultaneously without worry that he would run out of Reiryoku.
